First, you must enter the “Free Mode” and select one of the city maps from the “Omakase” directory. Now, enter your city’s name as “Sanga” (in katakana). You will now be asked which difficulty level you would like to play. The easiest one will offer you a starting budget of $999,999. Have fun.
